If you're going to hire a driving instructor then they have to be approved and registered with the Driving Standards Agency (DSA). and an Approved Driving Instructor (ADI).
Finding Out out if your Driving Instructor is Approved
A fully qualified Approved Driving Instructor (ADI) must display a green certificate on the car windscreen of your training vehicle. A trainee driving instructor gaining teaching experience must display a pink certificate on the windscreen if they have a licence for training prior to qualifying as a driving instructor.
